根據《政務院組織法》，首相綜理政務院院務，領導政務院制定及執行政策，並指揮監督所屬機關及人員，提名各部會大臣及副大臣人選並交由聯合皇帝任命，以及副署聯合皇帝簽署公布之法律或命令。
